SBL Emergency Medical Services

IDPH Region 6

The EMS Department of Sarah Bush Lincoln Health Center provides medical oversight, primary and continued education, and serves as the resource hospital for multiple EMS agencies that cover nine counties in Central Illinois and include all levels of providers from Emergency Medical Responders (First Responders), to paramedic ALS level services.

In addition, the EMS Dept. also provides medical oversight and continuing education for five different county-based 911 dispatch centers, over 50  Emergency Medical Dispatchers, and 76 agencies that have Public Access Defibrillators on their premises. The total amount of licensed personnel is in excess of 900 individuals serving those nine counties, and providing services to a total population of approximately 190,000.

The EMS Department also offers community courses and specialty courses for continuing and first time educational needs. They operate one of the largest Community Training Centers for the American Heart Association, providing oversight for 250 AHA instructors who provide training for more than 8500 community and healthcare members annually. Community training opportunities also exist for daycare providers and industry workers in the form of First Aid Courses, and Bloodborne Pathogen training, and Stop the Bleed courses.

Specialty Courses offered for Medical Personnel include: Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), International Trauma Life Support (ITLS), Cardiopulmonary Resuscitation (CPR), Emergency Communications Radio Nurse (ECRN), Pre-Hospital Registered Nurse (PHRN), and Traumatic Brain Injury (TBI). Dysrhythmia courses are offered to healthcare professionals, and a course on advanced physical assessment.

Through a partnership with Lake Land Community College, SBL provides licensed instructors in emergency medicine for the Emergency Services Program. Those courses taught include the Emergency Medical Technician-Basic (EMT-B), EMT-Paramedic (EMT-P) and the First Responder (FR-D) Programs, EMT-B refresher courses are also offered.

Advanced Cardiac Life Support
This program teaches medical personnel to take care of cardiac emergencies that may be present in the acute care setting. Heart disease affects millions of people every year and makes up a significant number of patients seen in healthcare, so training in handling cardiac emergencies is a necessity. The program is designed for physicians, nurses, paramedics, physician's assistants, nurse practitioners and respiratory therapists. It's also a required course for paramedics in our EMS system as well as nurses in our critical care unit and emergency department. First-time students take a two-day course, while those seeking recertification enroll in a one-day course. It is an American Heart Association course and is taught by SBL instructors.

Pediatric Advanced Life Support
This program teaches medical personnel to take care of the critically ill or injured child or infant. This program is designed for advanced practice personnel such as physicians, respiratory therapists, nurses, physician assistants, nurse practitioners and paramedics. First-time students take a two-day course, while those seeking recertification enroll in a one-day course. It is required training for our EMS providers and ER nurses at SBL. It is sponsored by the American Heart Association and taught by SBL instructors.

International Trauma Life Support
This program is designed for emergency personnel who work in the pre-hospital setting or emergency department. Course includes information regarding types of trauma, basic and advanced trauma assessment as well as specialty groups of patients such as children and the elderly. Skills include advanced airway maneuvers, trauma packaging and helmet removal and specialty splints. It is a required course in SBL EMS system. First-time students take a two-day course, while those seeking recertification enroll in a one-day course.

CPR  |  First Aid
This community course is offered to lay public providers who either need CPR training for a career or for those who want to take it for personal enrichment. The course is offered once a month on the first Tuesday of the month. A health care provider course is also offered once monthly for students who must have the training for allied health careers or other job requirements. Continuing education credit is offered to day care providers for whom it is required by Illinois Department of Public Health.

This year First Aid Class will be included with CPR Class every other month on the first Tuesday. CPR will begin at 5:30 pm and First Aid will follow at 6:45 pm.

Pre-Hospital Registered Nurse (PHRN)
The Pre-hospital Registered Nurse Program provides supplemental education to licensed RNs to practice within an EMS System as emergency medical services personnel for pre-hospital and inter-hospital emergency care and non-emergency transports per the guidelines outlined in Section 515.730 of the Illinois EMS Act.

This course is designed for the experienced RN who will be working as a pre-hospital provider. The course focuses on developing the knowledge and skills required for the RN to function effectively in a pre-hospital environment.

Course Prerequisites
  - Current State of Illinois Registered Nurse licensure in good standing
  - Current Healthcare Provider/Professional Rescuer CPR certification.
  - Current ACLS certification
  - Current ENPC/PALS/PEPP/EMSC certification (only one of these required)
  - Current BTLS/PHTLS/TNCC/TNS certification (only one of these required

American Heart Association BLS Instructor Course
The AHA BLS Instructor course is designed to prepare instructor candidates to teach American Heart Association (AHA) BLS Provider and Heartsaver First Aid/CPR/AED courses. Instructor candidates learn how to use AHA Instructor teaching materials, ensure that students meet learning objectives, offer student coaching skills, provide an objective skills performance evaluation, and follow AHA Instructor and course policies.

Emergency Communications Registered Nurse (ECRN)
ECRNs are State of Illinois licensed providers who monitor Emergency Medical Services telecommunications from EMTs and Paramedics and act as a designee of the EMS System Medical Director to provide medical direction to prehospital providers. Utilizing various types of telecommunications devices, the ECRN guides prehospital providers through various medical emergencies based on Sarah Bush Lincoln's EMS Policy, Procedures, and Protocols. The ECRN course provides emergency department nurses with the necessary knowledge and skills to operate as an ECRN. Our ECRN program consists of 40 hours of synchronous and asynchronous work and 8 hours of prehospital clinical.

  - Current State of Illinois Registered Nurse licensure in good standing
  - Be employed for at least 6 months in an Emergency Department associated with the SBL EMS System
  - Current Basic Life Support (BLS) CPR Card

4-Day Dysrhythmia Course
This 4-Day course is for healthcare professionals who participate in the management of cardiopulmonary arrest or other cardiovascular emergencies. This includes personnel in emergency response, emergency medicine, intensive care and critical care units such as physicians, nurses, paramedics, and others who require this specialized knowledge for their job.

EMS Continuing Education

IDPH EMS License Fee Waiver

EMS System Coordinators may request a waiver of the licensing fee for individual EMT’s and First Responders who serve exclusively as a volunteer for units of local government or not-for-profit organizations that serve a service area with a population base of less than 5,000.

Reciprocity

If an individual has an EMT/Paramedic license from NREMT or out of State, they may apply for reciprocity to obtain an Illinois license. IDPH handles all reciprocity applications directly. Reciprocity applications may be printed from this  IDPH website link .

Licensure Personal Information Change

Address Change:
ALWAYS ensure IDPH and your EMS System has your current mailing address and email. IDPH Address change

Name Change:
Your IDPH license is a legal document and should match your legal name on your driver’s license. An individual can change their name with IDPH by emailing their EMS System a copy of their marriage license, divorce decree (front page and name change page only), or court order. The System files the appropriate paperwork with IDPH. It costs nothing to change your name unless you want a duplicate license mailed out. See “Duplicate License Request”.

Duplicate License Request
A duplicate license request may be necessary if your license has been lost or stolen or for a name change. The $10 is only necessary if the individual needs a new copy of their license now. A duplicate license may be requested through this  IDPH website  link.

New / Initial IDPH Licensure

1. Once you have completed the National Registry Exam or a course that supports a IDPH License (EMD, EMR, ECRN), you must submit the 5 items below to your program’s EMS System to apply for an Illinois license:

•  IDPH T-CARD ILLINOIS LICENSE APPLICATION

•  IDPH Personal History Statement/Renewal Notice  Form

• Copy of NREMT Certificate, Course Certificate

• Copy of current BLS Healthcare Provider CPR Card

• Copy of Driver’s License (application must be full legal name and match the name on the Driver’s License)

2. Email the above 5 items to the SBL EMS System office at [email protected]

• Upon submission IDPH will email the student his or her unique PIN to pay their license fee online at the IDPH portal.

• Once the student has the IDPH email with PIN and instructions for payment click here:  IDPH Fee Payment  to pay your fee.

3. The last step to start working (once you are IDPH licensed) is to test into an EMS System.

EMS License Renewal

SBL EMS Required hours for the following Licensures:
     – A minimum of 120 hours every 4 years for Paramedic and PHRN
     – A minimum of 80 hours every 4 years for EMT-I (AEMT)
     – A minimum of 60 hours every 4 years for EMT-B (EMT)
     – A minimum of 24 hours every 4 years for EMR
     – A minimum of 12 hours every 4 years for EMD
     – A minimum of 32 hours every 4 years for ECRN

Important facts to remember when it comes to relicensure:
1. ALWAYS ensure your EMS System has your current mailing address and email.
2. ALWAYS keep copies of your CE for your own records. (As it is ultimately your responsibility.)
3. ALWAYS obtain details of classes, such as topics covered, IDPH site codes and signatures.
4. NEVER wait till the last minute. Check your CE and track your hours throughout the 4 years.
5. IDPH mails out RENEWAL NOTICES with a PIN number 60-90 days prior to renewal. If you do NOT receive this notice, email your EMS System for a copy.  [email protected]
6. Pay your license fee online at the  IDPH WEBSITE  
7. When renewing online with IDPH you will be asked to enter YOUR PRIMARY EMS SYSTEM’S “System Number Code”. Click here for a list of every System’s 4-digit System number:  Illinois EMS System Numbers .
8. Complete the Child Support and Felony conviction statements. Anyone convicted of a felony or delinquent on child support may not be able to complete their renewal online and may need to contact IDPH as directed.

IDPH Extension Request Application  – Used for a one-time 6 month license extension
IDPH Inactive Request  – Used to place license on temporary Inactive status
IDPH Reactivation Request  – Only used if license has expired 3-36 months & seeking to reactivate.

Vehicle Licenses

The on-line fee payment system allows for vehicle service provider agencies to utilize a credit card to pay for vehicle and ambulance provider license renewal fees. Vehicle service providers will be able to log onto the  IDPH website (click pay vehicle fee in the upper right) and select the vehicle(s) that are due for renewal and pay the fee(s) for the vehicle(s) needing renewal. Vehicle inspections will still have to be completed and entered into the EMS Licensing System for the renewal of the license(s) to be complete and print. NEW or REPLACEMENT vehicles cannot be paid via the on-line system. You may also use this site to look-up vehicle licenses.

  • Completely fill out the Letter of Good Standing Request Form
  • Ensure contact information for the recipient is ACCURATE
  • Letters of Good Standing may not be given to the individual provider, they must go to a receiving EMS system or Employer
  • Lack of recipient email address will result in a letter being sent via USPS (7-10 Business days)
  • Providers MUST be in good standing, in order to have a letter issued

The Pre-hospital Registered Nurse Program provides supplemental education to licensed RNs to practice within an EMS System as emergency medical services personnel for pre-hospital and inter-hospital emergency care and non-emergency transports per the guidelines outlined in Section 515.730 of the Illinois EMS Act.

This course is designed for the experienced RN who will be working as a pre-hospital provider. The course focuses on developing the knowledge and skills required for the RN to function effectively in a pre-hospital environment.

Course Prerequisites
  - Current State of Illinois Registered Nurse licensure in good standing
  - Current Healthcare Provider/Professional Rescuer CPR certification.
  - Current ACLS certification
  - Current ENPC/PALS/PEPP/EMSC certification (only one of these required)
  - Current BTLS/PHTLS/TNCC/TNS certification (only one of these required

American Heart Association BLS Instructor Course
The AHA BLS Instructor course is designed to prepare instructor candidates to teach American Heart Association (AHA) BLS Provider and Heartsaver First Aid/CPR/AED courses. Instructor candidates learn how to use AHA Instructor teaching materials, ensure that students meet learning objectives, offer student coaching skills, provide an objective skills performance evaluation, and follow AHA Instructor and course policies.

Emergency Communications Registered Nurse (ECRN)
ECRNs are State of Illinois licensed providers who monitor Emergency Medical Services telecommunications from EMTs and Paramedics and act as a designee of the EMS System Medical Director to provide medical direction to prehospital providers. Utilizing various types of telecommunications devices, the ECRN guides prehospital providers through various medical emergencies based on Sarah Bush Lincoln's EMS Policy, Procedures, and Protocols. The ECRN course provides emergency department nurses with the necessary knowledge and skills to operate as an ECRN. Our ECRN program consists of 40 hours of synchronous and asynchronous work and 8 hours of prehospital clinical.

  - Current State of Illinois Registered Nurse licensure in good standing
  - Be employed for at least 6 months in an Emergency Department associated with the SBL EMS System
  - Current Basic Life Support (BLS) CPR Card
   - Current Advanced Cardiac Life Support

This 4-Day course is for healthcare professionals who participate in the management of cardiopulmonary arrest or other cardiovascular emergencies. IDPH EMS License Fee Waiver

EMS System Coordinators may request a waiver of the licensing fee for individual EMT’s and First Responders who serve exclusively as a volunteer for units of local government or not-for-profit organizations that serve a service area with a population base of less than 5,000.

Reciprocity

If an individual has an EMT/Paramedic license from NREMT or out of State, they may apply for reciprocity to obtain an Illinois license. IDPH handles all reciprocity applications directly. Reciprocity applications may be printed from this  IDPH website link .

Licensure Personal Information Change

Address Change:
ALWAYS ensure IDPH and your EMS System has your current mailing address and email. IDPH Address change

Name Change:
Your IDPH license is a legal document and should match your legal name on your driver’s license. An individual can change their name with IDPH by emailing their EMS System a copy of their marriage license, divorce decree (front page and name change page only), or court order. The System files the appropriate paperwork with IDPH. It costs nothing to change your name unless you want a duplicate license mailed out. See “Duplicate License Request”.

Duplicate License Request
A duplicate license request may be necessary if your license has been lost or stolen or for a name change. The $10 is only necessary if the individual needs a new copy of their license now. A duplicate license may be requested through this  IDPH website  link.

New / Initial IDPH Licensure

1. Once you have completed the National Registry Exam or a course that supports a IDPH License (EMD, EMR, ECRN), you must submit the 5 items below to your program’s EMS System to apply for an Illinois license:

•  IDPH T-CARD ILLINOIS LICENSE APPLICATION

•  IDPH Personal History Statement/Renewal Notice  Form

• Copy of NREMT Certificate, Course Certificate

• Copy of current BLS Healthcare Provider CPR Card

• Copy of Driver’s License (application must be full legal name and match the name on the Driver’s License)

2. Email the above 5 items to the SBL EMS System office at [email protected]

• Upon submission IDPH will email the student his or her unique PIN to pay their license fee online at the IDPH portal.

• Once the student has the IDPH email with PIN and instructions for payment click here:  IDPH Fee Payment  to pay your fee.

3. The last step to start working (once you are IDPH licensed) is to test into an EMS System.

EMS License Renewal

SBL EMS Required hours for the following Licensures:
     – A minimum of 120 hours every 4 years for Paramedic and PHRN
     – A minimum of 80 hours every 4 years for EMT-I (AEMT)
     – A minimum of 60 hours every 4 years for EMT-B (EMT)
     – A minimum of 24 hours every 4 years for EMR
     – A minimum of 12 hours every 4 years for EMD
     – A minimum of 32 hours every 4 years for ECRN

Important facts to remember when it comes to relicensure:
1. ALWAYS ensure your EMS System has your current mailing address and email.
2. ALWAYS keep copies of your CE for your own records. (As it is ultimately your responsibility.)
3. ALWAYS obtain details of classes, such as topics covered, IDPH site codes and signatures.
4. NEVER wait till the last minute. Check your CE and track your hours throughout the 4 years.
5. IDPH mails out RENEWAL NOTICES with a PIN number 60-90 days prior to renewal. If you do NOT receive this notice, email your EMS System for a copy.  [email protected]
6. Pay your license fee online at the  IDPH WEBSITE  
7. When renewing online with IDPH you will be asked to enter YOUR PRIMARY EMS SYSTEM’S “System Number Code”. Click here for a list of every System’s 4-digit System number:  Illinois EMS System Numbers .
8. Complete the Child Support and Felony conviction statements. Anyone convicted of a felony or delinquent on child support may not be able to complete their renewal online and may need to contact IDPH as directed.

IDPH Extension Request Application  – Used for a one-time 6 month license extension
IDPH Inactive Request  – Used to place license on temporary Inactive status
IDPH Reactivation Request  – Only used if license has expired 3-36 months & seeking to reactivate.

Vehicle Licenses

The on-line fee payment system allows for vehicle service provider agencies to utilize a credit card to pay for vehicle and ambulance provider license renewal fees. Vehicle service providers will be able to log onto the  IDPH website (click pay vehicle fee in the upper right) and select the vehicle(s) that are due for renewal and pay the fee(s) for the vehicle(s) needing renewal. Vehicle inspections will still have to be completed and entered into the EMS Licensing System for the renewal of the license(s) to be complete and print. NEW or REPLACEMENT vehicles cannot be paid via the on-line system. You may also use this site to look-up vehicle licenses.

  • Completely fill out the Letter of Good Standing Request Form
  • Ensure contact information for the recipient is ACCURATE
  • Letters of Good Standing may not be given to the individual provider, they must go to a receiving EMS system or Employer
  • Lack of recipient email address will result in a letter being sent via USPS (7-10 Business days)
  • Providers MUST be in good standing, in order to have a letter issued
